Abstract
Although the schools are not required by law to issue report cards, this has become one of the most used lines of communication between the home and the school. The widespread dissatisfaction with reporting practices is evidenced by the fact that each year many school systems attempt to improve upon their method of reporting pupil progress. The problem of changing the method of reporting pupil progress to parents involves more than merely changing the set of symbols on a report card or changing the form of t he report from a check list to an informal letter to the parents. This problem involves the basic philosophy of education held by the school, and any changes which are made without reference to this are only superficial and can result in no real improvement. It was the purpose of this project (1) to develop a plan for reporting pupil progress which would best meet the needs of the Galt Joint Union Elementary School District pupils, parents, teachers, and administration; {2) to show how this plan meets the criteria for a good reporting system; and {3) to evaluate critically the technique used to develop the reporting system.
