Abstract
Research suggests that children who are in the child welfare system are more likely to become involved with the juvenile justice system when compared to children who are not involved in child welfare. The purpose of this study is to find out what stakeholders believe to be important when working with youth who are involved in both systems and have been labeled as crossover youth. This study used data from the state of Maryland that included 164 stakeholder’s responses in a survey questionnaire. The study found that stakeholders believe placement stability is more important than caseworker practices when working with crossover youth. This idea is consistent with much of the research that exists surrounding the importance of placement stability and proper placement matching of a child in the child welfare system.
