Abstract
Being part of the legal community can be defined as belonging to a discourse community. This is a community where the members are exclusively made privy to the knowledge and social norms based on the texts and discourse found within them. When people outside of the community need to understand the discourse community, they are often left misguided or with incomplete information. This is often the case with consumers attempting to understand and apply the administrative laws of the state. The present project aimed to bridge that gap by providing the laws and regulations in plain language in a manual for licensees of the Bureau for Private Postsecondary Education. Research analysis and interviews led to an understanding of how to explain the laws and regulations in plain language in order to produce a comprehensive manual.
