Abstract
Working as a research associate for the California Department of Transportation (Caltrans), the author produced nine Historic American Building Survey (HABS) reports for nine historic houses in the City of Fresno in Fresno County, California. The recordation of the structures was part of the National Historic Preservation Act Section 106 compliance process to mitigate adverse effects to the historic properties as a result of the federal undertaking involving the construction of State Route 180. The nine reports were submitted to the National Park Service (NPS) and forwarded to the Library of Congress, and are included as an appendix to this document. The purpose of this project is to discuss the history of historic preservation and HABS recordation, Section 106, and the methodology used to prepare HABS reports per NPS and Library of Congress (LOC) standards. Most importantly, this project discusses the importance of mitigation documentation and completing it in a timely manner.
