Abstract
Problem Identification
People experiencing homelessness report higher rates of serious mental health issues, suicidal ideation, and hospital stays. Homelessness has been increasing nationwide, but even especially in California. Sacramento County has higher rates of unsheltered homelessness than the statewide average. In recent years, the number of chronically homeless individuals with a disability has doubled in Sacramento County.
Analysis
In order to identify the best pathways to provide support for people experiencing homelessness, the factors that put one at risk for becoming and remaining homeless must be examined. Using both the Social Ecological Model and the PRECEDE-PROCEED Model helps to clarify causes that exist from the individual to the societal level.
Intervention (Solution) Proposal
The proposed pilot program is a mixed-income housing complex that provides permanent supportive housing for people experiencing homelessness. The goal of this pilot project is to improve the mental health status of people experiencing homelessness. Related objectives include improved self-efficacy, increased social support, and greater long-term housing stability.
Implementation and Evaluation
Given such a large pilot program, it is imperative to make connections with outside agencies and community groups. The implementation and evaluation of this program will be measured on multiple levels. It is key that staff are trained correctly, services are provided consistently, and that there are opportunities for increased contact between the formerly unhoused residents and the other residents in the building.
