Abstract
This study examined the effectiveness of independent living programs in preparing foster youth toward self-sufficiency during their emancipation process. The independent living program in Sacramento County was evaluated to asses this effectiveness with special emphasis on the cultural competency of the services. In this context, the study examined the various processes of preparation during their transition out of the child welfare system and into self-sufficiency as an adult; including factors such as personal identity and trust issues, multiple placements and inconsistent parenting, and the difficulties associated with successful independence living. A non-random purposeful sample consisting of the adult former foster youth who are part of the alumni foster youth for Sacramento County Independent Living Program and/or the California Youth Connection was studied using an extensive questionnaire. The findings identified a need for infusing the emancipation services with cultural competency; for improved employment and job retention services; and for better integration of academic services and post-secondary education opportunities and preparation.
